President Shavkat Mirziyoyev reviewed progress of the integrated nuclear power plant and its accompanying "atomic town” projects in Jizzakh province, with officials putting the project's total cost at $9.5 billion.
Construction of the nuclear plant entered its active phase on June 4, 2026. Excavation work for the reactor building has now been completed, with more than 1 million cubic meters of soil removed. Some 916 cubic meters of concrete have already been poured for part of the foundation slab, and earthworks have also been carried out across the 100-hectare site designated for the construction and assembly base. The site currently employs 450 workers and specialists, supported by more than 100 pieces of specialized equipment.
The project is expected to require roughly 3,000 different types of materials and equipment. According to preliminary estimates, locally sourced products would account for just 21% of that total, or $1.9 billion. Mirziyoyev called that share insufficient, directing officials to raise it to at least 30%, ensure that domestic companies carry out 65% of construction and installation work, and involve 7,000 local workers and specialists in the project.
To that end, officials proposed establishing a 200-hectare industrial zone specializing in construction materials in Forish district. The zone is expected to host at least 100 joint ventures and support the localization of production across 15 different product lines. Officials have been instructed to submit a draft resolution on tax and customs incentives for zone participants by the end of the year.
As part of the plant's external engineering infrastructure, planners will build 388 kilometers of power lines, a 110-kilovolt substation, 21 kilometers of drinking-water pipelines and 120 kilometers of technical water pipelines, along with 39.5 kilometers of roads and 11 kilometers of rail lines. Officials emphasized the need to ensure that locally produced goods and services account for 60-70% of these infrastructure works.
To house workers, specialists and their families during construction, authorities plan to build a "atomic town" on a 200-hectare site designed to accommodate roughly 33,000 residents. The town is expected to include close to 10,000 housing units in total, with 3,000 units planned for the first phase. The development will also include schools and preschools, medical, sports and cultural facilities, recreational areas and green spaces.
