President Shavkat Mirziyoyev has signed off on a package of steps aimed at delivering on commitments made during his recent open dialogue with business leaders, this time focused on the construction sector.

Under the decree, officials will draft a presidential decree designed to:

  • provide incentives for contracting and design firms working in construction;
  • raise the minimum hourly wage for construction workers and standardize it across all regions of the country;
  • cap contractors' planned profit margin at up to 7 percent of the estimated cost of construction and installation work funded by the state budget;
  • adjust financing for design work based on a project's complexity and specific characteristics;
  • cut the required advance payment for engineering and utility infrastructure connection fees from 20 percent to 5 percent.

The draft decree is expected to be finalized by January 2027. Deputy Prime Minister Ochilboy Ramatov, Construction Minister Sherzod Hidoyatov and First Deputy Minister of Economy and Finance Samandar Sadullaev have been tasked with overseeing its implementation.
