The government issued a resolution approving steps aimed at improving outsourcing service mechanisms within executive authorities and state-owned enterprises.
According to the document, the scope of services to be outsourced now includes facility management, landscaping, cleaning and hygiene services, catering, information technology, archiving, transport and logistics, as well as laboratory and analytical services.
The resolution also establishes a unified procedure for selecting outsourcing services, drafting contracts, and monitoring performance. Under these rules, state clients must strictly adhere to the principles of openness, transparency, and efficiency when purchasing outsourcing services.
In addition, Key Performance Indicators (KPIs) will be introduced to evaluate the effectiveness of outsourcing providers. Their performance will be regularly monitored, with the results published on a dedicated electronic platform.
Officials emphasize that these changes will enable state organizations to focus more heavily on their core mandates. The measures are also expected to improve service quality, maximize budget efficiency, and mitigate corruption risks.
The resolution entered into force on the day of its official publication.
