The customs clearance process for imported goods into Uzbekistan is set to become significantly more streamlined. Under new amendments officially registered by the Ministry of Justice, businesses can now pay customs duties on a per-shipment basis and execute preliminary declarations without the immediate requirement of certain regulatory permits.
According to the updated framework, when goods are imported using a periodic customs declaration, the declarant may request to clear customs duties and taxes separately for each specific batch of commodities. To facilitate this, customs authorities will maintain a specialized tracking system.
Additionally, a preliminary declaration mechanism has been deployed, allowing goods to be cleared ahead of time on the condition that a complete customs cargo declaration is submitted at a later date. Crucially, business owners can now file these preliminary declarations even if they do not yet possess conformity, environmental, or veterinary certificates, sanitary-epidemiological conclusions, quarantine permits, or specific technical equipment authorizations.
Furthermore, several restrictions that previously obstructed the finalization of full declarations when clearing goods under the periodic declaration system have been completely abolished.
According to officials, these reforms are designed to enhance operational flexibility for participants in foreign economic activity, accelerate customs processing times, and dismantle redundant bureaucratic hurdles.
