Starting in 2027, Uzbekistan will construct five specialized flood-control reservoirs designed to capture and effectively utilize flash flood waters, improve provincial water security, and reclaim additional agricultural land. This initiative is mandated by a presidential decree titled: On Measures to Ensure the Effective Utilization of Flash Flood and Flood Waters.

According to the decree, the new flood-control reservoirs will be built across the Samarkand, Tashkent, and Jizzakh provinces. These infrastructure projects are projected to stabilize and enhance the water supply for 7,000 hectares of land in the Samarkand province, 2,000 hectares in the Tashkent province, and 300 hectares in the Jizzakh province, while simultaneously bringing entirely new tracts of land under cultivation.

The document stipulates that the construction of these reservoirs, the expansion of water reserves, and the development of surrounding infrastructure will be executed through Public-Private Partnerships (PPPs). Selected projects will be financed with funding from AgroBank alongside private sector investment.

Additionally, the decree provides a framework for economic diversification around the new water infrastructure. Authorities will permit the establishment of tourism and recreational zones, the development of commercial aquaculture and fisheries, and the launch of other revenue-generating businesses adjacent to the reservoirs.
