President Shavkat Mirziyoyev attended awards ceremony under the Quality Governance program held at the International Congress Center.

In his address, Shavkat Mirziyoyev noted that in recent years, Uzbekistan has elevated the principle of The state must serve the people, not the people the state to the level of official state policy. Ensuring human interests and creating decent conditions for citizens and entrepreneurs remain at the very heart of these reforms.

He emphasized that achieving goals in any sector is impossible without effective public administration. Every individual judges the state's performance by the positive changes they feel in their own daily lives. Therefore, government bodies must resolve people's problems in a timely, fair, and systematic manner.

He further pointed out that red tape and bureaucracy can stifle the effectiveness of reforms and weaken public trust in the state. Driven by this, special focus is being placed on integrating new and advanced approaches into public administration.

Collaboration with the United Arab Emirates plays a vital role in this endeavor. In recent years, the partnership between the two countries in government administration has reached a new milestones. Last November, the nations successfully hosted joint international forums on artificial intelligence and the eradication of bureaucracy, alongside signing a cooperation agreement to share best practices in public administration.

The Quality Governance program was highlighted as one of the concrete achievements of this bilateral cooperation.

The President emphasized that the program provides an objective framework to assess the performance of state institutions, pinpoint their strengths and weaknesses, scale best practices, and foster a healthy culture of competition.

The awards ceremony showcased the standout achievements of several key ministries and departments.

The Ministry of Justice was named the top performer in implementing the Uzbekistan–2030 Strategy. It was noted that the ministry has rapidly transformed into a modern, transparent, and digital-first institution. By launching 30 distinct platforms, it has fully digitized 380 public services and enabled online access to more than 780 services. Additionally, 208 Public Service Centers now operate under a unified national standard.

The Ministry of Mining Industry and Geology was recognized as the model agency for resource management. The evaluation highlighted that the ministry’s funding is efficiently allocated toward discovering and developing new deposits as well as driving broader industry growth. Notably, water consumption in geological exploration has been cut by 20 percent, while the localization rate for primary mining equipment has reached 84 percent.

The Interior Ministry earned top honors for its outstanding achievements in public service delivery. The ministry has successfully digitized 95 percent of the nearly 60 services it offers. Furthermore, 72 previously siloed databases have been integrated into a unified Safe City system, connecting 14 command centers and more than 20 ministries. Last year alone, over 148,000 administrative cases were adjudicated remotely.

Shavkat Mirziyoyev proposed promoting each of these award recipients by one rank and inducting them into the country's senior executive talent reserve. He emphasized that their commitment to self-improvement, forward-thinking mindsets, and implementation of innovative workflows must serve as a benchmark for their peers.

President noted that the program will become even more transparent and demanding in its upcoming cycles. Moving forward, alongside the top-performing agencies, the government will publicly name organizations that are lagging behind in efficiency and service quality. This measure aims to push state bodies to objectively review their own operations, fix existing flaws, and deepen their accountability to the public.

The head of state concluded by reiterating that establishing an efficient public administration system—one that earns public trust, champions human interests, and makes citizens' lives easier—remains a top priority. He noted that the core operating principle across all ministries and departments must shift from working for the sake of the process to working for the result.
