Receiving of applications for certification of the Chinese company Leapmotor vehicles has been suspended said the Inspection Authority for Oversight of Technical Regulation.
Cars that fail to meet the technical requirements of the regulation shall not be allowed for importing into the country.
In a letter dated March 28, Euro Prof Test reported that the assessment of the conformity of Leapmotor C16 model found non-compliance with the requirements for "broadband electromagnetic interference".
Later, the authority clarified that on March 10, a test of this car model was conducted in the laboratory of the Uzbek Scientific and Testing Center for Quality Control (UzTest), which found that the car failed to meet international safety standards established by the UN.
In particular, the level of electromagnetic interference generated by this car exceeds the permissible limit by 16 times, which is a violation of safety requirements.
This discrepancy may affect the operation of car‘s electronics and other devices, and in some cases lead to system failure.
The authority asked the certification body to suspend the rceipt of applications for certification of all Leapmotor passenger cars until the identified deficiencies are eliminated.
The body also recommended that consumers, when choosing a car, give preference to products that meet international requirements and standards, and also contact official dealers, observing safety requirements.
The Customs Committee reported that they had not imposed restrictions on the import of cars of certain models. The agency recalled that, according to Article 14 of the Transport Law, vehicles must have a certificate of conformity or type approval of the vehicle and be registered. Import into the territory of Uzbekistan, production, sale (realization) or use of vehicles that do not meet safety requirements are prohibited.
Since November, the Agency for Technical Regulation has changed the procedure for technical inspection of imported cars. Imported vehicles are tested not on the customs territory, but at a testing ground where electromagnetic compatibility testing has been implemented.
The new procedure applies to cars imported by individuals and businesses who are not official dealers. The tests are carried out by a subsidiary of the agency - UzTest, which, according to some market participants, may lead to a conflict of interest.
Since then, the queues for technical inspection in Pskent have not stopped. The time it takes to finish an appointment is about 20 seconds. Drivers report cases where they are asked to pay for a place in line. UzTest asked to report such cases. In addition, due to the new procedure, there is a difference in import data - some cars are awaiting certification and have not yet been registered.
