"We have been investing so much in good ties with Russia... These are rare, treacherous beasts who commit such terrorist acts for pennies against an unarmed person," Khudoiberdiev told RIA Novosti.
He also stressed that "it was necessary to further strengthen outreach" so that the fellow countrymen in Russia do not get involved with extremists.
