President Shavkat Mirziyoyev touched upon violations in the construction sector at the September 23 government meeting. In particular, last year, construction of 1,600 facilities began without registration, and since the year-to-date, the number of such facilities has reached 2,200.

In addition, depending on the category of construction facilities, they must be inspected at least 2-4 times a month. However, over eight months, an inspecting authority visited 1,150 facilities only once.

As a result, the number of chaotic construction sites has increased locally, which causes discontent among the population.

The president instructed the Ministry of Construction, the Inspectorate for Control in the Sphere of Construction and the Prosecutor General's Office to strengthen the fight against bureaucratic obstacles and corruption in construction.

In this regard, a decision was made to create headquarters of construction operators in the regional departments of the construction inspection. The inspectors will be equipped with body cameras.

At least two video cameras will be installed at each facility built at the expense of the state budget, depending on its category. These cameras will send information to the operator headquarters online.

While, it is planned to strengthen public control and control by the mahalla chairmen regarding illegal construction.

Now, in front of each facility under construction, a passport with a QR code will be placed, through which anyone will be able to obtain information about what facility is being built, when permission was received, who is carrying out the construction and when the building will be commissioned.

If there is no passport with a QR code, then the construction will be considered illegal.

In July, it was reported that the Inspectorate for Control in the Sphere of Construction was transferred to the government and would no longer be subordinate to the Ministry of Construction. The Inspectorate received new powers. Fines for buildings erected without permission or with deviations from the project are planned to be tightened.
