President Shavkat Mirziyoyev signed a decree aimed at improving the system of government support for civil society institutions, the president’s spokesman Sherzod Asadov said.
The decree has defined the most important six areas of government support for the area, "serving to enhance the role of civil society institutions at the current stage of the country's development," he noted.
The document approved institutional changes in the sphere in order to improve the quality and transparency of the selection of worthy projects for state grants and social orders.
A Public Fund for the Support of Civil Society Institutions with territorial branches will be created under the parliament, which should ensure the targeting of social projects and eradicate bureaucracy. It will be formed on the basis of the current Public Fund for the Support of Non-Governmental Non-Commercial Organizations and Other Civil Society Institutions under the Oliy Majlis.
A unified electronic platform will be launched, aimed at ensuring the transparency of all processes related to the allocation of state subsidies, grants and social orders to civil society institutions.
The Decree is introducing the following mechanisms for the development of social partnership:
- annual holding of competitions for social orders by state bodies;
- state bodies are granted the right to finance initiative projects of social partnership of civil society institutions without holding competitions in the amount of up to 1000 times the BRV;
- the Cabinet of Ministers will annually adopt a separate program for involving civil society institutions in the implementation of socio-economic development programs based on social partnership.
In order to popularize socially significant projects, civil society institutions will be provided the following benefits:
- within the framework of state grants and social orders projects, income tax and social tax rates are reduced by 50% for a period of 3 years;
- from January 1, 2025, the state fee for state registration of associations of persons with disabilities, veterans, women and children organizations is reduced by 2 times;
- the amount of tax-free charitable funds of sponsorship organizations for persons in need of social protection has been increased from 15 million soums to 34 million soums (100 times the BSU).
