Methods of speech therapist Dilorom Zhabborova, who “treated” a child for stuttering by yelleing, and swearing at him, “are completely scientifically unfounded and speak of a narrow and primitive approach to the complex problem of stuttering,” the press service of the Children's Ombudsman found in a study conducted by a working group of defectologists and speech therapists.
Footage of the speech therapist swearing and intimidating the child went viral in early January. It turned out that it was filmed in December 2023 during a seminar by Dilorom Zhabborova in Jizzakh city.
The conclusion of the working group states that “the methods of mental and physical violence used by Dilor Zhabborova to eliminate stuttering cause serious harm to the health and education of children and are completely contrary to the rules of pedagogy.”
Before the start of the investigation by the Investigation Department of the Yunusabad district police department, the case was studied by the Yunusabad District Prosecutor's Office as part of oversight based on the conclusion of a working group of experts and other identified cases.
The report states that the pre-investigation probe conducted by the Yunusabad district police department were examined in a controlled manner by the district prosecutor's office. Taking into account the conclusion of the working group and the established signs of a crime in the woman’s actions, expressed as attempts to appropriate someone else’s property and the right to this property through deception and abuse of the trust of other people, on February 27, a criminal case was opened under Fraud charge of the Criminal Code.
