The draft State Program for 2023 provides for bringing the share of governmental services provided through the Governmental Services Centre (GSC) and the my.gov.uz portal to 73%, and reducing fees. All services related to the allocation of subsidies from the budget to individuals and legal entities shall be provided through a single portal.

The Development Strategy Center has submitted a draft presidential decree on the 2023 state program for public discussion. The draft program, which will be approved as an annex to the document, will be published shortly.

As per the clause 2 of the draft decree, it is expected that the use of governmental services will become easier.

From July 1, 2023, the approval of the action plan “Improving the quality of services for individuals and businesses” is expected for all state bodies and organizations.

It includes an increase in the number of services provided through mobile apps, cutting the price of fees, the abolition of the mandatory request for a number of documents, a radical reduction in the processes and timelines of consideration, an increase in transparency, the creation of permanent communication platforms with the governmental and entrepreneurs, an increase in the work culture of employees, training in quick and quality service.

Another 200 governmental services will be provided through the GSC and the Unified Interactive Portal of Governmental Services (UIPGS). As a result, the number of e-governmental services will be increased to 73%. Currently, out of more than 770 existing governmental services, 262 are provided by GSC and 370 (50%) are provided by UIPGS.

It will be possible to provide governmental services in the field of migration and registration of citizenship to the population in need of social protection (the disabled, the seriously ill, the elderly, etc.) by going to the place of permanent or temporary residence without additional payment for the service provided.

The provision of all services related to the provision of subsidies to individuals and legal entities at the expense of budgetary funds will be established through the UIPGS, and a system of online verification of the feasibility of allocating subsidies will be established through a special electronic platform. As an example, it is noted that in 2022, due to the transition to an electronic system for allocating subsidies to non-state kindergartens, 20 billion soums were saved monthly.
