A 31-year-old man who covered a woman’s mouth and pulled her hair during a date in Tashkent has been sentenced to 5 days in prison. The incident occurred on July 9, 2026, around 11:56 PM, in a park in the Shaykhontohur district.
According to court documents, the man, a native of Karakalpakstan, approached the victim, whom he knew and invited for a date, attempting to talk to her. When she refused to speak with him and tried to walk away, the man forcibly restrained her, covered her mouth with his hand, and pulled her hair. He also subjected her to sexual harassment, demanding, "You are going to marry me."
During the court hearing, the victim testified that the man’s actions were entirely against her will and requested that legal action be taken against him. The defendant expressed regret for his behavior and apologized to the victim. Nevertheless, the court found him guilty under Part 1 of Article 41-1 of the Code of Administrative Responsibility and sentenced him to 5 days of administrative detention.
This incident follows a similar case in Shirin, Syrdarya province, where a school counselor was also sentenced to 5 days in prison for sending late-night romantic messages via Telegram to a 16-year-old schoolgirl and trying to pressure her into a midnight rendezvous.
Under Article 41-1 of the Code of Administrative Responsibility, sexual harassment—defined as committing a single flagrant act or repeated acts of a sexual nature against a person that are unwelcome and demean their honor and dignity, including descriptive commentary on their appearance or physique, gestures, touching, or catcalling—carries a fine ranging from two to five times the base reference value (BCQ), or administrative arrest for up to five days.
If the same offense is repeated within one year of a prior administrative penalty, the punishment increases to a fine between five and seven times the BCQ, or administrative detention for up to fifteen days.
