President Shavkat Mirziyoyev signed a decree to support road freight carriers Tuesday, the Ministry of Transport said.

Under the new decree, certain types of cargo transport can be imported into Uzbekistan exempt from customs duties and recycling fees until December 31, 2027. This incentive applies to cargo semi-truck tractors that are less than five years old and meet Euro-5 or higher environmental standards (HS codes 8701 21, 8701 22, 8701 23, 8701 24). Gas-powered trucks are excluded from this waiver. Semi-trailers with a gross weight exceeding 15 tons or a body volume of at least 76 cubic meters (HS code 8716 39) are also exempt from these fees.

The decree notes that this step aims to help modernize the national trucking fleet, boost the competitiveness of local logistics providers, lower transport overheads for imports and exports, and reduce delivery times. However, if a vehicle imported under this scheme is exported or modified to change its HS code within three years of customs clearance, the exemption is revoked, and the operator must pay the full customs duties and recycling fees. Modifications made to alter the vehicle's fuel type are exempt from this penalty.

Additionally, the Interagency Commission on Work with the World Trade Organization has been directed to decide within 10 days on a temporary waiver for mandatory certification on these trucks, provided they comply with European standards.

During a meeting on July 1, the President emphasized that to heavily draw private investment into the transport and logistics industry, the government plans to lower customs duties and simplify mandatory certification for importing modern equipment used in logistics centers, warehousing, cargo-handling machinery, assemblies, and spare parts. This initiative extends an earlier decision discussed at a presidential meeting in February 2025, which initially set a three-year exemption timeline for Euro-5 and higher freight transport.
