President Shavkat Mirziyoyev was briefed on proposals to enhance the effectiveness of compliance control systems aimed at preventing corruption within the judiciary.

The presentation emphasized that early identification of corruption risks, prevention of conflicts of interest, and fostering professional accountability among staff remain critical priorities for the judicial system. It noted that ensuring clean and honest operations must extend beyond judges to include the nearly 4,800 members of court administrative staff.

To achieve this, the briefing focused on measures to tighten compliance standards across all courts. A key proposal involves establishing a dedicated Compliance Control Service within the Supreme Court. This unit will report directly to the Chief Justice and oversee compliance inspectors stationed throughout regional courts.

The new service will be responsible for identifying, assessing, and mitigating corruption risks, eliminating their root causes, and monitoring staff adherence to legal and professional ethics.

The briefing covered several other anti-corruption measures within the judicial infrastructure. These include approving a registry of high-risk administrative positions, accelerating the digitization of high-risk procedures, and systematically reducing the human element in court administration.

An automated electronic system will be launched for judges to submit and analyze conflict of interest disclosures, as well as income and asset declarations. A matching system will also be rolled out for court administrative staff.

Additionally, digital information systems designed to flag risks leading to corruption, suspicious patterns, and disciplinary violations will be put into operation. In this regard, officials emphasized the critical importance of protecting whistleblowers who report corruption and establishing secure communication channels for individuals.

Furthermore, the automated case-assignment software will be upgraded. Clearer criteria for the distribution and redistribution of legal cases will be defined to guarantee absolute transparency in the process.

The recruitment system for court administrative personnel will also undergo a radical overhaul. It will be built upon open competition, transparent procedures, and the principles of meritocracy. Modern systems will be introduced to evaluate candidates' professional capabilities, moral-ethical standards, and personal integrity.

Strict limitations will be imposed on staff, prohibiting them from engaging in entrepreneurship or activities that lead to a conflict of interest, as well as opening foreign bank accounts.

The presentation also reviewed a proposal to introduce specialized uniforms for court administrative personnel. It was noted that this measure will help reinforce employee accountability, official discipline, and a culture of professional ethics.

The president emphasized that fostering an environment of transparency, honesty, and justice within the judiciary is essential to boosting public trust in court protection. He stressed the need to thoroughly refine these proposals and recruit highly qualified personnel to the compliance service.
