A new framework has been proposed in Uzbekistan to evaluate the environmental performance of national and local executive authorities. Under this system, government ministries and provincial administrations will be assessed via a specialized "green rating" based on criteria such as rational resource consumption, energy efficiency, and environmental protection.

According to the draft Cabinet of Ministers resolution released for public input, the rating system will be managed by the National Committee for Ecology and Climate Change. The assessment results will be published annually on the committee's official website and via a dedicated digital platform, www.greencities.uz.

The initiative outlines plans to deploy "green office" principles across public institutions. Key measures include cutting down paper consumption, expanding electronic document workflows, transitioning to renewable energy sources, implementing waste sorting, and utilizing energy- and water-saving technologies.

Furthermore, the draft proposes incentivizing employees who actively engage in environmental initiatives, incorporating ecological criteria into standard key performance indicators (KPIs), and preparing an annual corporate "green report."

According to the document, the environmental footprint of state agencies will be audited across several core areas: natural resource utilization, water and energy conservation, waste management, the integration of green economy principles, environmental advocacy, and the adoption of digital technologies.

Based on the final rating outcomes, government organizations will be classified into high, average, or low performance categories.
