The President Shavkat Mirziyoyev addressed ceremony of commissioning of power facilities and launching other power projects entitled Powering the Future: Sustainable Energy For New Uzbekistan at the Tashkent International Congress Center Friday.

“Uzbekistan is rapidly implementing "large-scale reforms in the energy system," based on economic growth and the needs of the population.”

"We have identified two key goals in this area. The first is to establish a reliable and uninterrupted energy supply for all industries and provinces. The second is to implement these plans using modern, environmentally friendly, and renewable alternative sources".

“In recent years, $35 billion in foreign investment has been attracted to the industry, 9,000 MW of new capacity has been commissioned, and electricity production has increased from 60 billion kWh in 2017 to 85 billion kWh this year. The share of green energy in generation will reach 30% by the end of the year.”

“Solar panels with a total capacity of 2,000 MW have already been installed in the private sector, households, and social facilities, generating approximately 2 billion kWh of energy this year alone. According to him, 69,000 km of grids, 14,000 transformers, and substations have been upgraded.”

“Since the beginning of the year, local companies have supplied $700 million worth of materials and equipment for the stations under construction. The first hydroelectric unit of the Naryn Cascade, with a capacity of 38 MW and entirely based on locally produced materials, has been commissioned.”

“The companies like Angren Energo (15,000 transformers per year) and O'zhydropower (155 hydroelectric units) have a huge potential to become large national companies that meet international standards.”

“I would like to express gratitude to our partners—ACWA Power, AKSA, Cengiz Enerji, Masdar, China Energy, Datang, Sinoma, Poly, CNTIC, Eagle Rise, EDF, Voltalia, Total Energies, Siemens Energy, and Nebras—as well as international financial institutions, including the World Bank, the European Bank for Reconstruction and Development, the Asian Development Bank, the Asian Infrastructure Investment Bank, and the Islamic Development Bank.”

“The transition to clean energy will reduce gas consumption by nearly 7 billion cubic meters and prevent the emission of 11 million tons of harmful substances.”

“Furthermore, 10 energy storage systems with a capacity of 1,245 MW are being launched, providing an additional 1.5 billion kWh during peak hours. Eleven large substations and 420 km of transmission lines are being commissioned to ensure stable grid operation.”

“Over the next five years, thousands of industrial and infrastructure facilities and high-income jobs will be created through over $150 billion in investment.”

“More than 800,000 energy-efficient apartments are planned for construction in the "New Uzbekistan" residential complexes and other provinces. To attract companies in the fields of IT, artificial intelligence, and the Internet of Things, the number of supercomputer clusters and data centers will be increased.

“The Saudi DataVolt has already begun construction on a $3 billion, 500 MW data center, which will increase electricity consumption by at least 1.5 times.

“Over 17,000 MW of additional renewable energy capacity by 2030 to meet growing demand. The share of renewable energy generation will reach 54% by this date.”

“New renewable energy facilities with a capacity of 3,500 MW will be launched in Karakalpakstan, Bukhara, Kashkadarya, and Tashkent provinces on Friday. 6,000 km of transmission lines will be erected to connect the new stations, 1,000 km of which will be erected next year. Substations will also create an additional 6,000 MW of capacity.”

“Efforts to encourage the population to use alternative energy sources will be actively continued”.

“In 2026, solar power plants with a capacity of 107 MW, based on Chinese experience, will be installed in 300 mahallas, in cooperation with the local population. This is expected to provide green energy to 30,000 low-income families, who will be able to sell surplus electricity to the grid.”

“This year, small and microhydropower plants with a total capacity of 40 MW were erected, generating 120 million kWh of electricity and generating an additional source of income. Next year, construction of another 65 MW of small hydropower plants is planned, which will improve the electricity supply to 80,000 households”.

“At the COP-30 conference in Brazil, Uzbekistan committed to reducing harmful gas emissions by 50% by 2035. As part of cooperation with the World Bank, the world's first innovative project, ICRAFT, has been launched, which has already accounted for the reduction of 23 million tons of greenhouse gases. “This year, 17 large enterprises have transitioned to the international green energy certification system, and in the next two years, their number will reach 100”.

“Uzbekistan's efforts to create a unified energy market with neighboring countries. "To effectively utilize and jointly manage the hydropower potential of our province, next year we will begin financing the Kambarata-1 HPP project together with Kyrgyzstan and Kazakhstan".

“The role of cooperation with Azerbaijan and Kazakhstan in the "green energy corridor" project for electricity exports to Europe, praising the "decisive efforts" of their leadership.”

“As a result of reforms in the electricity generation sector, the country has gained extensive experience in directly attracting foreign investment into the industry through public-private partnerships.”

"Starting this year, we began applying private partnership principles not only in electricity production but also in its delivery to consumers".

“A deal has been reached with the Turkish company Aksa Elektrik to transfer the Samarkand territorial power grids to private management.”

“As part of the project, the company will assume operational management of the grid, invest, modernize the infrastructure, and gradually reduce technical losses by half. This will allow for savings of an average of $20 million annually”.

“A similar mechanism will be offered in other provinces. In 2026, investors will be offered management of the power grids of the Jizzakh and Syrdarya provinces, and in 2027, those of the Namangan and Tashkent provinces.”

Concluding his speech, the president underscored that the projects would open up new opportunities for future generations and expedite the creation of a new type of modern energy system.

Following speeches by energy ministers and company representatives from partner countries, Mirziyoyev pressed a symbolic button, commissioning 42 energy facilities worth nearly $11 billion and launching 21 more projects. These projects include 16 solar, wind, thermal, and hydroelectric power plants with a capacity of 3,500 MW, which, once fully operational, will generate 15 billion kWh per year.
