Starting April 1, 2026, driver penalty points system will assign points for traffic violations recorded by automated photo and video surveillance systems. This is stipulated in the October 25 Cabinet of Ministers’ resolution, the press service of the Road Safety Department under the Interior Ministry said.
Reportedly, this is aimed at improving road safety and contribute to a reduction in road fatalities.
As clarified by the Road Safety Department, if a violation was committed not by the owner, but by another driver, the points will be assigned to that driver.
The vehicle owner will be able to determine who committed the violation and transfer the penalty points to the person who was driving.
The penalty point system was launched on June 1, 2025. In phase I, points are only assigned for violations recorded by Road Safety Department officers.
According to the Road Safety Department, after the introduction of the system, the number of traffic violations decreased by 58%, and the number of accidents caused by drivers decreased by 36%.
In total, in the first nine months of 2025, 20.8 million traffic violations were recorded in Uzbekistan, of which 5.2 million (25%) were detected by traffic police officers and 15.6 million (75%) – using photo and video cameras.
Meanwhile, it was also reported that the number of road accidents and fatalities in January-September decreased to 5895 and 1303 respectively, compared to 9364 and 1869 for the same period last year.
