The President Mirziyoyev signed the Registration of citizens of the Republic of Uzbekistan, foreign citizens and stateless persons at their place of residence and place of stay Bill into Law on 11 July.  The Law will take effect on 12 October 2025. The law signing makes null and void the List of categories of citizens of the Republic of Uzbekistan subject to permanent registration in the city of Tashkent and Tashkent province Law of 2011.

Under the old law, only 12 categories of citizens were eligible for permanent registration in the capital — including property owners, relatives, dependents and adopted children, minor siblings without parents, citizens appointed or approved for official positions by the parliament, president or Cabinet of Ministers and their family members.

This list has now been abolished — any citizen will be able to obtain permanent registration. New mechanisms are also being introduced to implement a notification-based system for registering citizens at their place of stay.

Citizens, as well as permanent foreign residents and stateless persons, can now apply for place-of-stay registration online via the Portal of interactive governmental services or in person at local migration offices or  governmental service centers.

The E-Xabar Berish (E-Notice) system is also being introduced. It will be used to register and keep records of foreign nationals and stateless persons residing permanently in Uzbekistan who apply for registration at their place of residence.

While, the period that Uzbekistan’s citizens are allowed to stay without registration at their place of residence will be reduced from 15 to 10 working days.
