As reported earlier, on October 27, the President Shavkat Mirziyoyev held a government meeting on reforms in agriculture and problems in the activities of clusters and the ways to solve them, his spokesman Sherzod Asadov said.

Shavkat Mirziyoyev announced that starting next year, wheat-growing clusters and farmers will have the right to freely sell grain at market prices while maintaining the procedure of planting.

The President has put forward a number of other initiatives in this area. Among them:

  • clusters and farms will have to put up 2.5 tons of wheat from each hectare for exchange trading within 3 years, and they will be able to sell the rest of the crop at their discretion;
  • the procedure for soft crediting of grain growing from the funds of the Agriculture Fund will remain in the next 3 years;
  • The fund under the Ministry of Finance will buy 2.5 million tons of grain at market prices for the state reserve on the exchange;
  • the purchased grain will be stored in grain growing clusters on the basis of a competition;
  • grain processing enterprises within Uzdonmahsulot will be put up for auction to create grain-growing clusters on their basis;
  • due to the grain purchased in the state reserve this year, 350 soums will be allocated per kilogram of wheat to cover the additional costs of the clusters.

Responsible persons were instructed to make a full payment for grain within two weeks.

From the 2020 harvest, the practice of producing grain crops based on the state order has been phased out. With the harvest of 2021, the presidential decree abolished the practice of setting the state purchase prices for grain, as well as its state purchases.
