The President approved the agreement between the Government of the Republic of Uzbekistan and the Government of the Russian Federation on information cooperation and exchange of information in electronic form on matters within the competence of law enforcement agencies.

The agreement was signed on December 15, 2020 in Tashkent and Moscow. Its subject is the organization of electronic information cooperation in electronic form in the framework of international agreements in force in relations between the parties. The Ministries of Internal Affairs of the Parties have been designated as the competent authorities for their implementation. Under the agreement, information constituting a state secret will not be exchanged.

In order to implement the agreement, the authorized units of the competent authorities shall develop technical protocols for information and technological cooperation.

The following are outlined in the protocols:

  • purposes of information exchange and procedure for its protection;
  • list of data transmitted and received in electronic form;
  • timelines, technology, procedure of their transfer, storage and destruction;
  • installation of technical resources, commissioning and maintenance of communication channels.

The Agreement also defines the powers of the competent authorities and their rights.

The Agreement shall take effect on the date of receipt by the parties through diplomatic channels of the notification that the internal procedures necessary for its entry into force have been completed.
