On March 1, 2017 the President Shavkat Mirziyoyev signed a decree that envisages measures to improve, increase efficiency and optimize the structure of the President's Apparatus (Office), including the elimination of duplication, clear definition and specification of tasks and functions of its structural units.

The President's Office is the information-analytical and organizational-controlling body under the President. It is formed by the head of state and directly subordinates and is accountable to him.

The main tasks of the President's Office are:

  • ensuring the realization of the constitutional powers of the President;
  • drafting proposals on main vectors of internal and foreign policy of the state, protection of sovereignty, ensuring the security and territorial integrity of Uzbekistan;
  • assistance in ensuring interaction between the supreme state bodies and administration;
  • assistance in ensuring the rule of law and order in the country, respect for civil rights and freedoms, the Constitution and laws;
  • ensuring the realization by the President of the government’s personnel assigning authority, as well as a unified state policy in the field of state awards and heraldry;
  • guaranteeing the protection of rights and legitimate interests of non-governmental non-profit organizations, creating equal conditions for fulfilling their statutory goals and tasks, effective interaction with civil society institutions aimed at strengthening their role in building a democratic and open civil society based on rule of law;
  • analysis of the state and trends of the country's economic and social development, drafting proposals for effective economic, social, financial, monetary policy, the development of science, culture, education, health, other sectors of the economy and the social sphere;
  • legal, organizational -technical, information-analytical and protocol support to the President’s activities;

New units that have been added to the structure of the President’s Office:

  • Service on political and legal issues (with the Service for Cooperation with the Oliy Majlis, political and public organizations and the Service for Coordinating the Activities of Law Enforcement and Supervisory Authorities abolished);
  • Legal service (within the Service for Political and Legal issues);
  • Service for interaction with public and religious organizations

The Service for the Development of Media, Culture, Art and Creative Organizations has been transformed into the Service for the Development of Media, Spirituality and Enlightment, Culture, Art and Creative Organizations.

The Council for Reforming the Legislative Basis of State and Public Construction, the Judicial and Legal System under the President and the Interagency Coordination Council for Reforming and Investment under the President have been abolished.

The Political and Legal Affairs Service of the President's Office was instructed to develop a Regulation on the procedure for granting political asylum, providing for specific mechanisms for the exercise of the powers of the President specified by the Constitution.

Structure of the President’s Office:

  • Organizational and personnel service;
  • Service on political and legal issues;
  • Service for the control and coordination of work with appeals of individuals and legal entities;
  • Service for coordination of social and economic policy;
  • Service for development of mass media, spirituality and enlightenment, culture, art and creative organizations;
  • Service for interaction with public and religious organizations;
  • Service for the development of science, education, health and sports;
  • Management of affairs;
  • Executive Office.
  • Apparatus of the Security Council under the President.
