The draft resolution “On phased introduction of a system for declaring property, income and expenses by certain categories of public servants and creation of necessary technical infrastructure” has been posted on the draft regulations discussion portal.

According to the draft, from January 1, 2020, Uzbekistan intends to introduce control over income, property and expenses, through their annual declaration by certain categories of civil servants, as well as members of their families (parents, spouse), children, including adopted.

The declaration shall be filed online, certified by an electronic digital signature of a civil servant, with the information provided in the declaration to remain confidential and shall be subject to protection in accordance with the Personal Data Law.

The Department for Combating Economic Crimes under the General Prosecutor's Office shall carry out random control checks of the accuracy and completeness of the information contained in the declarations. The State Tax Committee shall act as the operator of a database containing information on the income, property and expenses of public servants and members of their families.

The failure by public officials to submit a declaration of income, property and expenses, or to provide incomplete or inaccurate information about property, income and expenses, shall serves as the grounds for termination of the employment contract with a government employee or for refusal to accept work in relevant organizations, the draft noted.
