Starting November 1, mobile operators in Uzbekistan will be legally required to fully or partially block telemarketing calls and promotional messages at a subscriber's request. This mandate is established under a presidential decree signed on July 15.

According to the document, businesses will only be permitted to send advertisements to individuals after obtaining their explicit consent, either in writing or electronically.

Furthermore, companies providing promotional SMS and cold-calling services must register their information systems with the state registry of personal data networks.

The new regulations also impose a strict curfew, banning all marketing calls and messages between 6:00 PM and 9:00 AM. Under the decree, consumers retain the right to opt out of all promotional distributions entirely or filter out specific categories.

Failure to comply with these rules will be treated as a direct violation of advertising and data privacy laws, serving as grounds for legal enforcement action.

The roadmap approved by the decree also outlines the drafting of legislative amendments to formally codify these new rules. The draft bill is scheduled for development in August 2026.
