Industrial enterprises with I and II categories environmental impact will be required to install background monitoring stations on their premises and integrate them with the newly established National Environmental Monitoring Center by March 1, 2026.
This requirement is stipulated in the presidential decree creating the National Committee on Ecology and Climate Change.
Should the said enterprises fail to install background monitoring stations and integrate them with the environmental monitoring center by this deadline, they will be subject to compensation payments, which will be increased fivefold.
The above category I and II enterprises include large-scale production facilities in the chemical, oil and gas, metallurgy, and mining and processing industries, tanneries, asbestos and cement plants, and thermal power plants.
It should be noted that greenhouses, considered one of the main sources of air pollution in Tashkent, are classified only as Category IV, with a localized impact on the environment. This applies to greenhouses burning gas, coal, and other fuels.
According to the decree, effective March 1, 2026, all regulations and legally binding directives that exempted individuals from compensation payments for environmental damage will cease to be effective.
From this date, exemptions from compensation for environmental damage will be granted only on the basis of law.
