A local resident was tortured in the Namangan police department, the head of the Ezgulik human rights society, Abdurakhmon Tashanov said on his Facebook page.

According to him, on August 14, Abdulakhad Urmanov was taken to the police department, where he was tortured for two days by the neighborhood police officer B. D. and other officers. As a result, the man received serious bodily injuries that were dangerous to life.

After that, he was charged with petty hooliganism. He was taken to the Namangan City Criminal Court, where the charge was overruled by the court.

According to the victim, inside the building, the handcuffs were not removed from his hands, and the officers in places where there were no cameras twice lifted him up and threw him on the concrete with his back and pelvis down.

"Then they took him to another room, three of them beat him with a baton and used a stun gun. They lifted him up and threw him on the floor in turns. At that moment, I found it difficult to breathe, and I felt pain inside. The officers somehow led me out into the courtyard of the building. A security officer sat me down in a place without a camera. When I asked for water, he said, "The ones who beat you give you water." After a while, another officer took me behind the building and beat me severely. I suffered greatly, I swear to God, it was terrible torment, it seemed like my insides were torn apart," he says.

"They took me to the hospital themselves. On the way, they threatened me: "Tell them that you fell and hurt yourself, otherwise it will be worse," says Abdulakhad Urmonov.

According to Abdulakhad Urmonov's mother, Osiyo Botaboeva, the neighborhood police officer B. D. had been interfering in her son's personal life for many years and putting pressure on him.

"When my son was single, he never had problems with the police, and the police never came to our house. It all started after he got married. This district police officer constantly interfered in the son's family matters. He was never objective, always took one side. We began to fear him, there is no peace in our life," the woman says.

"After the marriage, my son and his wife had several fights, and she went to her parents' house. Now the daughter-in-law also lives with her parents. Because of family conflicts, that inspector came to our house and to the daughter-in-law's family," added Osiyo Botaboeva.

According to her, at first they told them that their son had been placed in a psychiatric hospital, then that he would be tried.

"On August 14, we went to the city police department. There they said: "We will release your son tomorrow, he committed petty hooliganism." Our district police officer said the same thing. The next day they told us: "We need to take him to court." Since he is innocent, the judge found him not guilty. After the trial, we were told: “His mental state is unstable, we sent him to a psychiatric hospital.” But when we went there, we couldn’t find our son, he wasn’t registered,” the mother says.

“According to my son, the local police officer B.D., who lives in the Pap district, took him to the hospital in Pap after the incident. They performed an operation there. The next day, they put him in one of the private clinics in Namangan. We searched for our son for two days and found him on August 16 at about 10:00 pm in a private clinic. Seeing his serious condition, we took him to the Namangan regional branch of the Republican Scientific Center for Emergency Medical Care within an hour. They performed two operations on him there. He spent 15 days in the hospital, and on September 1, he was discharged home,” the woman says.

She demands that the police officers who beat and tortured her son be legally punished.

“Nothing else is needed. Let the law apply to them too. "My healthy son was disabled in one day. His ribs were broken, his liver and pancreas were crushed, his lung was punctured, his spleen was removed," says Osiyo Botaboeva.

According to her, the Namangan police department had conducted the initial investigation into the case. Later, the case was transferred to the Namangan City Prosecutor's Office.
