A score of changes in regulations and other novelties will take effect in Uzbekistan on June 1, 2025 in Uzbekistan, the Ministry of Justice said on Wednesday. 

No road repairs and marking painting will in daytime and evenings

Road repairs and marking painting will be prohibited on city streets from 7:00 to 21:00 (except for weekends and urgent cases). The works shall be performed exclusively at night - during hours when traffic on the roads is minimal.

Rolling over road markings no longer an offence

Rolling over road markings will no longer be recorded by automated photo and video recording equipment. The exception is the stop line (road sign 5.33). However, if such a violation is detected by a traffic police officer, it will be processed in accordance with the established procedure.

Point system for traffic violations being launched

Point system for traffic violations will be launched on June 1. The system will run through the E-jarimaball module in the unified information system of the Road Safety Service of the Ministry of Internal Affairs.

At the first stage, the innovation will only affect violations recorded by traffic safety officers based on administrative violation sheets. In the future, the system is planned to be extended to violations recorded by cameras, after the introduction of driver identification technology.

Golden visas for foreigners

A simplified procedure for obtaining a residence permit for a period of five years will be introduced for foreign citizens and stateless persons. To obtain the document, the applicant must pay 250 thousand dollars, as well as 150 thousand dollars for each family member - spouse, children and parents.

Solar panels and water heaters mandatory for new residential real estate

When constructing and reconstructing buildings, design documentation must include requirements for the mandatory installation of energy-saving equipment, alternative heating systems (heat pumps, solar collectors) and renewable energy installations (solar panels, etc.) for their own needs. In addition, centralized heat supply will begin to be transferred to a closed system.

Electronic queue system for outgoing trucks

At automobile checkpoints across the state border in Uzbekistan, an electronic queue system will be launched for trucks leaving the country. This will help speed up crossing the border and increase freight traffic.

Visa-free for three more countries

A 30-day visa-free will be launched for the nationals of Bahrain, Kuwait and Oman from the date of entry into the territory of Uzbekistan.

Interest-free mortgages for young scientists

Scientists under 35 holding PhD or equivalent from a foreign university added in the top 100 of renowned international rating organizations will be provided interest-free mortgages of up to 2,150 times the base calculation units (nearly 62 thousand USD), depending on the province in which the housing is located, for a period of 10 years.

Sizes of one-time cash rewards to winners and prize winners of prestigious international Olympiads will be increased fivefold.

Step into an Active Life program 

A Step to an Active Life program will be launched, aimed at supporting adults in need of outside care. Five new types of social services will be provided:

  • social and household assistance at home;
  • home care;
  • medical and social rehabilitation;
  • day care;
  • personal assistant.

Discounts on governmental services to poor families

Benefits for families included in the Unified Register of Social Protection will also apply to families included in the Register of Poor Families (they are divided into three categories - red, yellow and green).

When paying duties, fees and other payments for governmental services, families in the yellow category shall be entitled to discounts of 50%, and those in the red category - 75%. Female students who study with excellent grades from families included in the red category will be paid a special stipend in the amount of double the basic stipend.

Businesses to receive subsidies of up to 50 million soums for hiring disabled persons

Businsses who hire I- and II-group disabled persons shall be allocated a subsidy of up to 50 million soums. The subsidy shall be paid to cover the costs of hiring a sign language interpreter, psychologist, and support. Individuals are allowed to provide support services as self-employed persons
