MPs of the Legislative Chamber at its session on January 31 passed the bill on exchange of convicts between Uzbekistan and Kyrgyzstan. The bill has now been sent to the Senate for approval. Earlier, a similar bill was also passed by the Zhogorku Kenesh of Kyrgyzstan.
The agreement on the exchange of convicts for further serving their sentences in their homeland was signed on July 18, 2024 in Tashkent city during the visit of the President of Kyrgyzstan Sadyr Japarov.
As reported by the Deputy Prosecutor General of Kyrgyzstan Umutkan Konkubaeva, 42 Kyrgyzs are serving their sentences in Uzbekistan, while 97 Uzbeks are now in Kyrgyz prisons.
MP Kozimjon Tojiev added that the exchange of convicts would take place through the Dustlik checkpoint on the Uzbek-Kyrgyz border.
The document also regulates covering the costs of transferring convicts, the dispute settlement mechanism, the languages of official communication between the parties, and others. In accordance with the agreement, the central bodies responsible for its implementation are the Prosecutor General's Offices of Uzbekistan and Kyrgyzstan.
The MPs noted that the agreement was aimed at the social rehabilitation of convicts, maintaining their ties with their families, and strengthening cooperation between the two countries.
