An auction took place today for the right to launch paid on-street parking in Tashkent, E-auksion platform said. The auction lasted 2 hours and 10 minutes and ended after 22 bids. The contract was awarded to Balcomuz, which offered 120.15 billion soums for the lot, which is 2.1 times more than the starting price (57.2 billion soums).

According to the Unified State Register of Enterprises and Organizations, Balcomuz was registered in January 2020 in the Yashnabad district of Tashkent. Its main activity is restaurants and food delivery services.

The company's website says that Balcom was founded in 2019 and "became an innovator in integrating Japanese traditions into the dynamically developing economy of Uzbekistan."

The company has implemented a number of projects throughout Uzbekistan. Among them are the Central Park, the More water complex, the TheBani bath complex (The Telman Baths) in Tashkent, the Oxygen Development multi-story residential and commercial building in Namangan, the IT services company Balcomsoft IT and the Flamingo restaurant.

The equity are the Japanese Balcom (60%), and Avazbek Nuriddinov (20%), Bobur Akramov (10%) and Anvar Khoshimov (10%).

The company director is Avazbek Nuriddinov, who also has a share in the Kunugi company together with the above-mentioned founders.

In one lot, it is planned to lease out spaces of 262.8 thousand sqm. in all districts of the city, including 6,571.3 sqm. — within a radius of 200 m from metro stations. According to the topographic map, we are talking about 86 spaces with a total length of 111.6 km.

Most of the spaces are in the Mirabad (71.9 thousand sqm.), Yakkasaray (36.5 thousand sqm.), Sergeli (29.5 thousand sqm.), Shaikhantakhur (27.8 thousand sqm.) and Almazar (26.7 thousand sqm.) districts.

The lease term is 36 months. Within two years, the lessee must invest at least 5 million US dollars to equip parking spaces and put them into operation, purchase and install parking meters and traffic management equipment, as well as connect to utility and communication networks.

The starting lease price for one year was at 57.21 billion soums (calculations for each parking lot based on location and space).

The Tashkent mayor Shavkat Umurzakov signed a decision to create paid parking in mid-October. The goals are to improve transport infrastructure, reduce congestion, increase the attractiveness of public transport and micromobility (bicycles, scooters), and create amenities for drivers and pedestrians.

According to the document, at the first phase of the project - by the end of August 2025, it is planned to create 13.2 thousand paid parking spaces, or more than 15% of the total number of 84 thousand spaces.
