Shavkat Mirziyoyev familiarized himself with a presentation of proposals to improve legal protection of businesses in Uzbekistan on Monday, the presidential press service said.

Traditional open dialogue took place between the president and business leaders on August 20. Based on the problems and proposals discussed, measures were developed to improve the legal protection of businesses and streamline inspections.

From January 1, 2025, only one liability measure will be applied for one offense. In particular, it is planned to cancel the fine for conducting business without registering as an individual entrepreneur.

Presentation proposals also contained item to cancel administrative liability for violating the rules of digital marking and displaying fiscal marks, as well as for concealing the number of workers. Currently, violations of the rules for digital labeling and display of fiscal tags are subject to fines of 100 basic calculation units for officials, and for enterprises - 2% of the net revenue received in the last reporting quarter in which the sale took place. It is planned to scrap liability for officials.

From March 1, 2025, in order to facilitate dispute settlement, a procedure for a partial refund of the state fee will be adopted if the case in court is completed by consent of parties.

A list of bodies in charge of overseeing business activities, as well as their areas of control, will be approved. Inspections not provided for in this list will be prohibited. All inspections of entrepreneurs will be registered in the Unified State Control information system with mandatory notification of the business ombudsman.

From January 1, 2025, checks will be conducted on Risk Analysis e-platform with categorizing business entities into three categories. For this purpose, the State Audit information system of the Accounts Chamber will be integrated with the "Unified State Control" system of the business ombudsman for unified reporting.

The presentation also discussed preventing illegal checks, as well as improving the qualifications of control inspectors.
