President Shavkat Mirziyoyev approved amendments to the Administrative Liability Code regarding violations of traffic rules by drivers of scooters. The amendments were adopted by the Legislative Chamber of the Oliy Majlis on July 16 and approved by the Senate on September 20. The changes came into force on October 28.

The amendments note that due to the growing popularity of small-sized vehicles with electric motors, it has become necessary to take appropriate measures to prevent road accidents associated with their use.

Scooters are small-sized vehicles with electric motors, there are also electric skateboards, segways, unicycles, monowheels and other similar vehicles with an engine or engines with one or more wheels or rollers.

According to the amended Article 138 - Violation of traffic rules by pedestrians and other road users, failure to obey traffic signals, failure to comply with the requirements of priority road signs, prohibiting or prescribing road signs by persons driving scooters and personal transport vehicles (as well as mopeds and bicycles, horse-drawn carts and other persons using the roads) entails 1/3 times the basic calculation units (125 thousand soums (BCU=375 thousand soums)) fine.

E-scooters, as well as mopeds and bicycles, must be equipped with reflectors and lights in accordance with the established procedure. A fine of 0.5 BRV (187.5 thousand soums) is provided for violating this requirement.

The same fine shall be imposed for the transportation of people by drivers of scooters.

Violation of traffic rules by a person driving a scooter (as well as a moped, bicycle or driving a horse-drawn cart) committed while under the influence of alcohol, drugs or other intoxication shall entail a fine of 3 BCU (1.125 million soums).

For all traffic violations, an administrative protocol is now drawn up (except for cases of recording violations by special automated technical means of photo and video recording). Previously, the code allowed not to draw up a report in such cases as a passenger sticking out body parts (except hands) from the passenger compartment while the vehicle is moving (the fine is 1 BCU = 375 thousand soums) and a violation of traffic rules by a person driving a moped, bicycle, or horse-drawn carriage, committed while under the influence of alcohol, drugs, or other substances (3 BCU).
