The government has issued the draft Approval of the regulation on the procedure for organizing the activity of tourist clusters Resolution on Tuesday.
The draft has proposed to approve the procedure for setting up of tourist clusters.
The draft has proposed:
- to set up tourist clusters using modern innovative service technologies to provide domestic and foreign tourists under equal terms for all;
- to focus on organization of thematic eco-, agro-, ethno-, extreme, medical and wellness, cultural-entertainment and other touristic clusters;
- to facilitate the establishment of tourist clusters by the state;
- organization of activity in the territory of tourist clusters based on the principle of "provider of services" - "promoter of services" - "user of services'.
Such a procedure shall be established according to which:
a) Tourism Committee shall:
take measures to promote and publicize new types of services and products of tourist clusters at international tourism fairs and exhibitions;
b) tourism clusters shall be equated with small industrial zones and privileges and benefits of legislation on small industrial zones are applied to tourist clusters;
c) Ministry of Ecology, Environmental Protection and Climate Change, Ministry of Economy and Finance from January 1, 2025 :
shall improve engineering and communication networks, utility and road infrastructures, construction, reconstruction, expansion and modernization of tourism infrastructure and related infrastructure in the regions where tourist clusters are established, it is envisaged to be included in the social and production infrastructure development programs first of all;
d) In 2025-2030, facilities that have received the status of a tourist cluster, combining 4 services, such as tour operator-hotel-transport-service, are given priority to participate in international tourism fairs and exhibitions with the promotion of new types of services and products at the expense of the funds of the Tourism Support Fund. is given;
d) all business entities that are participants of the tourist cluster are given the right to operate 24 hours a day, day and night, strictly following the rules of public safety.
