In the new Constitution of Uzbekistan, the number of provisions devoted to protection of human rights has been tripled. The first article of the document says that Uzbekistan is a state of law.
Speaking about this at a meeting with the heads of the chambers of the Oliy Majlis, parties, judicial and executive authorities on Monday, President Shavkat Mirziyoyev emphasized: “First of all, this means ensuring the rule of law in every area. From now on, all ambiguities in the legislation should be interpreted in favor of the person.
“Most importantly, the idea “The laws are sacred, a fair decision must be made in every case!” should become a rule of life for every member of our society, especially officials,” the head of state said.
“At the same time, in order to reliably protect human rights and freedoms, of course, we must ensure in practice the fair and independent activities of courts,” he said.
To this end, the Constitution includes provisions according to which no one can be detained for more than 48 hours without a court decision, house arrest can be applied only by a court decision, the accused has the right not to testify against himself, that is, to remain silent, the status of lawyers, they received equal powers with the investigator and the prosecutor.
“The introduction of these advanced innovations into practice will not be easy, many societies only dream of such changes,” said Shavkat Mirziyoyev.
According to him, for this it is necessary to increase the capacities of personnel of judicial and legal structures and strengthen their moral and technical base. At the same time, it is necessary to improve the legal culture of citizens, he added.
“No matter how difficult it is, the time itself requires this work,” the President said.
