On November 1, the popular e-payment apps Payme, Click and Apelsin stopped making local payments (through scanning QR code, barcode, Telegram channels and integration with marketplace apps). The Apelsin application also does not display the balance of linked Uzcard and Humo cards.

The Payme app sent a notice to its users: “Major maintencnce is being carried out to improve retail trade and services, namely the fiscalization of all payments (so that the tax authorities receive information about all payments). This step is aimed at reducing the shadow economy, as well as facilitating effective government oversight.”

From November 1, the scheme of interaction between online cash registers, payment entities and the operator of fiscal data, approved by the State Tax Committee, takes effect.

The State Tax Committee announced that it was integrating with marketplaces. In particular, for businesses who sell their goods and services through e-commerce platforms (marketplaces), an online fiscal receipt could be generated by sending information about trade operations electronically to the State Tax Committee.

As per the Cabinet of Ministers’ Resolution No. 943, the use of a marketplace that is not included in the state register is not allowed. To add a marketplace in the register, one must apply to the State Tax Committee:

Marketplaces are obliged to ensure the storage of fiscal receipt data for at least 5 years, and the protection and confidentiality of users' personal data.

In case of violation of the law or the procedure for ensuring integration with information systems of tax authorities, the following measures are applied to the offender:

  • financial sanctions in accordance with Article 227-1 of the Tax Code (violation of the requirements established by law or the procedure for displaying fiscal marks ...);
  • administrative sanctions in accordance with part 6 of article 175 (non-submission or late submission by the taxpayer to the servicing bank of a payment order for the payment of taxes and other obligatory payments to the budget and state trust funds) of the Code of Administrative Responsibility.
