The President signed the Additional measures to support housing construction and the building materials industry. As per the Resolution, starting from March 1, 2022, all legal entities will be allowed to export cement, cement clinker and building glass produced in the country through direct contracts without restrictions and quotas.
The Export Promotion Agency until January 1, 2024 shall provide subsidies to domestic exporting enterprises (their authorized representatives) to compensate up to 50 percent of the costs of transporting building materials by road, rail and air to all countries, including neighboring states.
In addition, the State Committee for Geology and Mineral Resources, together with the regional governor offices, was instructed to ensure that 400 sites of mineral deposits are put up for auction within a month.
The document also approved the proposals of the Ministry of Investments and Foreign Trade, the Ministry of Economic Development and Poverty Reduction, the Ministry of Construction, the Association Uzsanoatqurilishmateriallari, the Council of Ministers of the Republic of Karakalpakstan and provincial governor offices on:
- formation of clusters of building materials that create a value chain from the extraction, processing and laboratory testing of raw materials to the production of finished building and facing materials in 8 districts of the republic;
- setting up the production of building materials in 16 districts and cities of the republic through the organization of industrial cooperation with other regions;
- formation in each region of at least one cluster of housing construction, creating a value chain from the production of building materials and the design of construction projects to the construction of finished multi-storey residential buildings.
