The Tashkent City Administration announced on Monday morning that two of the capital’s deputy mayors have been replaced.

Dauletiyar Khudaybergenov has been appointed First Deputy Mayor for Finance, Economy, and Poverty Reduction. In this role, he will also serve as the chief of the city’s Main Department of Economy and Finance.

Born in Nukus in 1990, Mr. Khudaybergenov is a graduate of the Tashkent State University of Law (BA 2013, MA 2015). He furthered his credentials with a professional retraining program at Saint Petersburg State University of Economics in 2024 and earned a master’s degree from the Banking and Finance Academy of Uzbekistan in 2025.

Since beginning his professional career in 2014, he has held several high-level positions, most recently serving as chief of Department at the Presidential Administration’s Legal Expertise and Comprehensive Analysis Division. His track record includes managing projects with international financial institutions, modernizing funding mechanisms, and implementing market-based strategies for high-demand and monopoly goods. He has also been instrumental in expanding the export potential of industrial enterprises and spearheading reforms in construction, public utilities, and regional development.

Dauletiyar Khudaybergenov succeeds Bakhtiyor Khaidarov, who had held the post since June 2024. Like his successor, Khaidarov had also transitioned to the city administration from the Presidential Administration.

In a second appointment, Alisher Dusmukhamedov has been named Deputy Mayor for Information Technology and chief of the Digital Development Department.

His professional career began in 2003, during which he has held a variety of leadership positions. Since March 29, 2023, he served as the chief of the ICT and Cybersecurity Department at the Customs Committee under the Ministry of Economy and Finance.

Mr. Dusmukhamedov takes over from Aleksey Khen, who had led the city’s IT and digital development efforts since 2022.
