106,500 new apartments were commissioned in Uzbekistan in 2025, the highest figure ever, announced the Chairman of the National Committee for Sustainable Development of Urbanization and Housing Market Sherzod Kudbiyev at a presentation to the President Shavkat Mirziyoyev Tuesday.
However, this is by 28,500 less than the 2025 target of 135,000. A total of 1,936 apartment buildings were built last year, almost 1.5 times more than in 2019 (1,324).
According to Kudbiyev, despite the record construction volumes, the current pace still does not catch up population growth.
"Even so, we're not meeting natural growth—we're still 93,500 apartments short," he said, adding that 200,000 families are being built annually in the country.
The committee head reiterated that significantly increasing construction was necessary to increase the target from 18.9 to 23 sqm of housing per person by 2040.
"To achieve your goal of 23 sqm per person, we must reach 280,000 apartments per year by 2040. We have set this bar for ourselves, and we will definitely achieve it, Mr. President," Kudbiyev stated.
He clarified that all 106,500 apartments commissioned in 2025 have been cadastral registered and were built by both developers and private individuals.
Kudbiev cited the drafting of a decree providing for a fundamentally new system for housing construction planning as one of the key novelties.
"We are proposing a new system: similar to budget planning, housing programs will be scheduled in advance, with deadlines for submission, approval, and implementation," he said.
According to him, a three-year forecast, similar to the budget forecast, will also be introduced.
"For 2026, we are setting a target of 140,000 apartments registered in the cadastral register. Subsequently, the volume will increase year after year to reach the target level by 2040," the committee chairman concluded.
