The Asian Development Bank (ADB), through its Office of Market Development and Public-Private Partnerships, will advise the Ministry of Health and the Ministry of Economy and Finance of Uzbekistan on the implementation of the Public-Private Partnership (PPP) Program for Operation and Management of hospitals, the Bank’s press service said in a statement.
The goal of the initiative is to transform five specialized hospitals in Tashkent into high-performance, patient-focused facilities through a long-term PPP, the statement said. “Under the program, experienced private sector operators will manage both clinical services and facility operations, with a focus on improving the quality of care, hospital efficiency, and patient outcomes. The program is designed to ensure that services remain inclusive and accessible,” the ADB noted.
“This program demonstrates how public-private partnerships can deliver inclusive health outcomes in Uzbekistan,” said Kanokpan Lao-Araya, ADB Country Director for Uzbekistan. — ADB is pleased to support the Government of Uzbekistan in implementing this initiative, which will not only improve the quality of hospital services but also build institutional capacity.”
The program is aligned with the Health Sector Development Concept of Uzbekistan for 2019-2025, which aims to improve the quality of health services in the country and expand private sector participation. It also contributes to the country’s efforts to reform public services, strengthen financial sustainability, and improve human capital outcomes.
“Involving the private sector in the management of specialized national hospitals marks the beginning of a new stage in the transformation of Uzbekistan’s health system, which prioritizes long-term sustainability, operational efficiency, and the introduction of modern management methods,” said Deputy Minister of Health Farhodjon Tashpulatov. “In partnership with ADB and guided by international best practices, we are creating a new management model based on the quality of medical care and the well-being of patients.”
“Strengthening the delivery of public services through well-structured PPPs is a key element of our fiscal and development strategy,” said Deputy Minister of Economy and Finance Ilhomjon Umrzakov. “This program will help improve the efficiency of public spending, attract qualified private partners, and ensure better health outcomes for our citizens.”
