The National Agency for Promising Projects (NAPP) filed a complaint to the Tashkent city police department against the finance blogger Otabek Bakirov for his post entitled: Illegal Superregulator on the restrictions on Chinese Temu markeplace alleging it to be an attempt to damage the Agency's reputation.

The complaint was signed by the First Deputy Director of the Agency, Vyacheslav Pak, with an explanatory letter from him attached to the complaint. The complaint is currently being studied by the Cybersecurity Department of the police department. Yesterday evening, I gave preliminary explanations to the investigation team in writing and verbally (a copy of the case documents has not yet been provided), Otabek Bakirov said. 

The post for which NAPP filed a complaint stated that the agency had become an illegal regulator of insurance, capital, crypto-assets and e-commerce activities in Uzbekistan, and that there is no law that would restrain, regulate its activities, or prevent conflicts of interest. 

According to Bakirov, the post in which the complaint was filed is one of four posts on this topic. The agency objected to only one of them. 

“The illegal super-regulator post is the second of four consecutive, interconnected and complementary posts written on March 4, 2025, when the decision to restrict the activities of the Temu electronic trading platform was announced. 

The author of the Bakiroo channel wrote in his next post that a special law providing authorities to the Agency needs to be adopted, and he remains steadfast in this opinion. He emphasized that no mega-regulator in the world operates solely on the basis of executive orders or decrees, without a separate law. 

"The World Bank, which has been an advisor in many economic reforms in Uzbekistan, says that your activities should be regulated not by decisions, but by a separate special law. Without this, there will be no sustainable growth from the insurance and capital markets you control to the crypto-assets and e-commerce segments, investors will not be interested, the markets will remain one-handed and monopolistic, strong players will eliminate the weak through administrative means, and the independence of the regulator will not be ensured. If the Agency concludes that they have also discredited me, will it sue them too? " - asked Bakirov.
