President Shavkat Mirziyoyev today convened a meeting of the National Anti-Corruption Council. As a tradition, he started his address, like all previous speeches, citing achievements in the fight against corruption and digitalization in public procurement, banking, road safety and education.
“The adoption of the public procurement law, holding calls for bids and tenders in an electronic format and healthy competition allowed saving 14 trillion soums of budget funds last year.”
“Previously, people had to overcome many obstacles to get a loan. Now all banks issue consumer loans of up to 100 million soums online in just 5 minutes without human involvement.”
“As a result, thousands of bank employees who used to do this are now working in mahallas, offering people projects and loans to increase their client base”.
“Before, people had to face difficulties for a simple task of enrolling a child in school or kindergarten and resolve issues to “by other means”. While, now over 10 types of services in the preschool and school education system have been completely transferred digital format. The number of requests in this area has decreased by 2.5 times.”
“7-8 years ago, the system of "acquaintances and connections" flourished when entering universities. Now the area is digitalized, exams are broadcast online. A system has also been introduced, according to which tests are first taken and a university is selected depending on the points scored.”
“In the higher education, the number of complaints has decreased by 2.2 times due to the fact that 35 types of documents can now be obtained without human intervention.”
“The number of corruption-related factors has significantly decreased due to the fact that road safety officers are carrying body cameras, car license plates are sold at auctions, and the use of hand-held radars and the preparation of paper reports has been abolished.”
Now services to the public and businesses are now based on the principle of "the state at the service of the people." In particular, 120 types of documents and more than 160 licenses and permits have been abolished.
“As a result, about 200 thousand new businesses were registered. The number of foreign-invested enterprises increased almost 5 times reaching 23 thousand. The number of governmental e-services increased 15 times and reached 721, and the number of their users exceeded 11 million.”
“Over the past 25 years, these concepts were alien to us. They preferred not to notice them. None of this happened by itself. We achieved everything through hard work. The most important thing is that thanks to this, the trust of the public, businesses, our foreign partners, international organizations and investors in our reforms has been strengthened”.
“Isn’t the fact that over the past seven years, more than 120 billion dollars in investments have been attracted, the economy has grown 2 times and reached 115 billion dollars last year a clear proof of this?”.
"After oversight over investment programs was stepped up on my instructions of, last year alone, 3 trillion soums were saved. Also, thanks to the launch of the "Situation Center" in the healthcare system in 2024, misappropriation of funds in the amount of 1.2 trillion soums was prevented."
