Having reconsidered the application and supporting documents, the Ministry of Justice refused to register the Haqiqat, Taraqqiyot va Birdamlik (Truth, Development and Unity) democratic party. This is stated in the press service of the department.

The Ministry of Justice received statements from the party and signatures of citizens' votes on July 14 and 17. According to the ministry, the party provided 9,828 citizens' signatures in a July 14 application, including signatures of:

  • 10 people who died before the political party's founding conference;
  • 13 minors;
  • 1,157 people who mistakenly signed under the Open Budget project and then withdrew their signatures;
  • 1,190 people who were not identified due to the lack of personal data;
  • 5,816 persons whose signatures were obtained in electronic form, which is not provided for by law. The MoJ claims that more than 1,000 signatures received electronically are on the list of signatures previously submitted to the ministry;
  • 359 people who did not wish to join the party and did not sign anything;
  • 22 persons recognized as legally incompetent by the court;
  • 137 people not residing in Uzbekistan;

The signatures of the 46 persons indicated on the signature sheet were already submitted to the Ministry for registration of the party on May 15, 2023 (i.e. duplicated).

Another 1,388 signatures were submitted on July 17 - after the expiry of a three-month period from the start of the activity of the party organizing committee (from April 16).

The total number of signatures of citizens who expressed a desire to join the party in accordance with the law and voluntarily submitted to the ministry by the organizing committee of the party, according to the ministry, stands at 2,517.

According to the legislation, in order to create a political party, it is necessary to have at least 20,000 signatures of citizens living in at least eight territorial subjects of the country, including Karakalpakstan and Tashkent city and intending to unite into a party.

Due to the insufficient number of signatures, the Ministry of Justice refused to register the Haqiqat, Taraqqiyot va Birdamlik party. The decision can be appealed to the Supreme Court, the ministry said.

This is the third attempt by Khidirnazar Allakulov to register his party. The political organization also applied on May 15, but the Ministry of Justice also refused to register due to an insufficient number of signatures. Then the party provided 10,777 signatures of citizens, but only 1,439 were recognized as valid.

In 2021, he tried to register the Haqiqat va Tarrakiyot (Truth and Development) party, but was also refused due to an insufficient number of signatures.

In May, Allakulov reported that he had been beaten in Andijan while collecting votes for party registration.

Earlier, Uzbek Justice Minister Akbar Tashkulov said that 20,000 signatures to register a party was not too many. “If every 5 or 10 thousand people could launch parties, we would have too many of them?” - he said. Political scientist Kamoliddin Rabbimov called the minister's position "completely authoritarian."
