President Mirziyoyev signed the Additional measures to reform the natural gas market Decree creating UzGasTrade joint-stock company, which will perform purchasing and selling natural gas in a centralized manner.
While, Uztransgaz has been defined as a single operator of the main gas transmission system, specialized in the transportation, storage and transit of natural gas.
From 1 August 2022, UzGasTrade will performs the following functions:
- purchasing natural gas from producers of the republic as a single operator of the state at prices approved by the Interdepartmental Tariff Commission, and in a centralized manner, gas from external sources;
- sales of natural gas to Khududgaztaminot and consumers connected to the main gas transmission system thorugh direct contracts, including a single exporter, except for cases provided for by decisions of the President.
The Resolution established that:
- the authorized capital of UzGasTrade is to be formed at the expense of part of the subsidies from the State budget;
- all rights and obligations under existing receivables and payables related to the purchase of natural gas and its sale on the domestic market, as of August 1, 2022, remain with Uztransgaz;
- from 1 August 2022, the rights and obligations of Uztransgaz under natural gas sale contracts, including production sharing, shall be transferred to UzGasTrade;
- when forming the authorized capital of UzGasTrade JSC, the assessment of property by an appraisal organization is not required.
