By the Dec. 30 presidential decree, Vladimir Norov was appointed Deputy Minister of Foreign Affairs, the press service of the Foreign Ministry said. On December 31, he was presented at a meeting of the collegium of the ministry.

Vladimir Norov in 2019-2021 served as Secretary General of the Shanghai Cooperation Organization, before that he was director of the Institute for Strategic and Interregional Studies under the President.

He has the diplomatic rank of Ambassador Extraordinary and Plenipotentiary. Over the years, he worked as deputy, first deputy and minister of foreign affairs of Uzbekistan, state adviser to the president, ambassador to Belgium and held other positions.
