The Antimonopoly Committee has developed a president’s draft Measures to remove barriers for competition and expand areas of businesses Decree.
According to Norma, the document from July 1, 2022 stipulates:
- Gradual sale of government stakes in airports, entities engaged in road construction, electricity and heat production, heat supply, sale of petroleum products and other spheres to the private sector;
- Introduce a permit for the private sector to engage in the purchase, processing, sale and preparation of scrap and waste of non-ferrous metals.
The document proposes to approve an action plan for 2022-2026 to widely engage the private sector and abolish the exclusive rights of monopolies. In particular, the plan includes a phased transfer to the private sector through the privatization of state shares, the development of public-private partnerships.
It is planned to develop "road maps" aimed at ensuring free access to the activities indicated in the list.
The draft document can be amended, supplemented or rejected.
