The PresidentUzbekistan Shavkat Mirziyoyev, in his inauguration speech on Saturday, spoke about plans to deliniate the powers of local councils of people's deputies and mayors.

Shavkat Mirziyoyev believes that the time has come to create a legislative framework that specifically defines the powers of councils of people's deputies and mayors.

“How many we have been talking about this, and we have gained five years of experience ... Now the head of the executive cannot chair the council - our people are talking about this. The time has come ... Thus, we will create a foundation for further democratization, ”he said.

In addition, it is planned to facilitate the free activity of civil society institutions and active participation in state and public administration. To this end, it is planned to expefite the creation of the Public Chamber. The relevant decree was signed back in April 2020.

In September 2020, the councils got their own secretariats, which are engaged in organizational, technical and other services for their activities. Previously, the mayors’ offices were engaged in these tasks, which contradicted the principle of separation of powers.

“Now a mayor is the head of both local representative and executive body. Over time, these two positions will be separated. In the meantime, the mayo should give more freedom to representatives. Otherwise, the deputies will continue to raise their hands, no matter what the mayor says,” she underscored.

The Minister of Justice Ruslanbek Davletov reported back in April 2021 that the Ministry of Justice had proposed canceling this procedure and submitted the relevant draft to the Cabinet of Ministers, but it has not yet been reviewed.
