The President Shavkat Mirziyoyev decreed to liquidate the Agency for Expert Opinion of Feasibility Studies of Projects of newly constructed and reconstructed production facilities, machinery and technologies under the Cabinet of Ministers of Uzbekistan.
This decision is aimed at creating favorable conditions for improving the mechanism for developing and accelerating the preparatory procedures for investment projects, and simplifying the procedure for their evaluation, without prejudice to the quality of preparation of pre-project documentation based on best foreign experience.
The Head of State has approved the composition of the Agency's liquidation commission, which is charged with implementing a set of measures related to liquidation. In addition, the sectoral ministries, agencies - initiators of investment projects are instructed to create their own councils for examination of tender and pre-project documentation, in the part of selecting technologies, equipment, as well as prices evaluation for the proposed technology and equipment.
UzbekEkspertiza has been set as the authorized body for carrying out examination of import contracts, in terms of price parameters of equipment, machinery and technologies purchased within the investment projects, including turn-key projects. The government is instructed to adopt a resolution on improving the activities of UzbekEkspertiza, engaging qualified and experienced specialists in the field of marketing analysis of export-import transactions, including from among employees of other authorized bodies.
