The draft new version of the Criminal Code, published for public input, proposes harsher liability for corruption-related crimes. In particular, the Code provides for by one and a half times longer sentence terms for corruption offenses.
There is also a separate article establishing liability for illicit enrichment. According to it, if a civil servant has more money or property illegally stated in the income and property declaration, or acquires such property, it is punishable by a fine of 100 to 200 times the basic value (BV=223,000 soums, or US$21) or withholding from salary for up to three years.
The draft Code includes provisions on intangible interests as well as material interests as the subject of bribes.
In addition, in order to curb corruption in the imposition of penalties, the minimum term has been strictly set for certain categories.
