“First of all, the lack of quality personnel. There are many problems here. We need to start train them from the very bottom. The number of preschools fell to 15 percent. In Tashkent this year it was 100 percent. If in Namangan it was 11 percent, by the end of the year it will be 45 percent. Now, every year we are increasing the number of kindergartens.

Major changes are also taking place in public education. The number of universities has been increased from 47 to 130. All this is done to train good specialists. We are attracting universities from developed countries.

I occasionally shuffle ministers, those who cannot handle the affairs. This means that the priority issue is the personnel.

The second problem that binds us hand and foot is corruption. How to curb corruption? What can be done to preserve the property of the people, the money made with such difficulty, through taxes? As you can see, major corruption facts are revealed at least twice a week. I also really want to achieve a solution to this problem. We have created an anti-corruption agency, we keep issuing decrees, and have declared a number of industries to be "corruption-free industries." We regularly struggle with this. But we still have a lot to do. Unfortunately, this is also a very serious issue that requires constant attention.

The third issue is that local leaders do not understand the essence of reforms. This also worries our people.

You might say that you yourself appoint these leaders. For example, before appointing a mayor, I choose one of ten people. We didn’t pay attention to the level of knowledge for a long time, so the issue with personnel has become so painful, and it will take time to resolve it.
