The first completely e-decision of a province’s governor in Uzbekistan’s history was signed by the Kashkadarya province governor Zoyir Mirzaev on February 18, the Ministry of Justice.

The introduction of E-Qaror, an unified e-system for the development, approval and registration of decisions of local authorities was provided for by a resolution of the Cabinet of Ministers dated April 14, 2020. It is designed to prevent the adoption of illegal decisions and to ensure openness and transparency of the activities of governor and mayor’s offices.

From January to May, the system is being tested as part of a legal experiment in Kashkadarya province, and from July, subject to the results of the experiment, it should be implemented in local executive authorities at all levels in all provinces of the country.

Thanks to the system, the public will have free access to all decisions made by governor and mayor’s offices. This will help prevent violations of constitutional rights and freedoms of citizens, as well as prevent the emergence of administrative and other restrictions that lead to unjustified expenses of business entities, the Ministry of Justice said.

After analyzing the decisions that can be made by governors and mayors, the developers included in the system samples of about 100 draft decisions that have passed the necessary expertise in ministries and departments.

“This will facilitate the developers of the governor and mayor’s decisions and prevent cases of violation of the law. In addition, the entire process, from the development of the document to its adoption, will be monitored by the justice authorities,” the ministry said.

Each decision made through E-qaror is assigned a unique number, and it is automatically published on the e-qaror.gov.uz website for the public and the media. In addition, the adopted documents will be automatically posted on the websites of governor and mayor’s offices and in the National Legislation Database (Lex.uz).

The Ministry of Justice also said that proposals are now being prepared to introduce mechanisms for recognizing decisions of governors and mayors as invalid and establishing liability in relation to officials for posting such documents in the E-qaror system.

By the presidential decree of September last year, it was established that by June 1, 2021, all current resolutions of the chambers of the parliament and decisions of mayors should be included in the Lex.uz database. By the same date, the decisions of the mayor’s offices should be systematized, initiating the cancellation of outdated and irrelevant documents.

On July 1 last year, the Ministry of Justice adopted and registered an electronic legal act for the first time. From this date, documents are no longer submitted to the Ministry of Justice in paper form and are not approved by the seal, as before.
