Milliy Tiklanish and Adolat parties have prepared a bill amending the Criminal Code (CC), the Administrative Liability Code (), as well as the Informatization Law, said the chief of Milliy Tiklanish Alisher Qodirov.

The document proposes to supplement Article 244 (riots) of the Criminal Code with a clause criminalizing disobedience to the demands of government officials, public calls for mass riots and violence against citizens. Namely, the MPs proposed to apply fines, correctional labor up to 2 years, house arrest from 3 to 5 years, or imprisonment from 3 to 6 years for these offences .

In addition, Article 201 (violation of the procedure for organizing, holding meetings, rallies, street processions or demonstrations) of the ALC may be supplemented with a clause that introduces liability for calls for non-compliance or violation of the regualtions, including through the use of the media and the Internet, as well as print and other ways of distributing texts. For this, a fine of 60 to 80 basic values ​​(BV=223,00 soums, or US$ 21) may be imposed.

The MPs also proposed to be supplement the Article 12-1 of the Informatization Law with a clause according to which the owners of websites and blogger, are prohibited from:

  • calling for riots, use of violence against citizens, holding of meetings in violation of the established procedures, rallies, street processions and demonstrations;
  • disseminating false information that threatens public order and security;
  • disseminating information expressed in an indecent form that reflects disrespect for society, the state, state symbols (national and universal values).
  • promoting pornography, violence and cruelty, calling for suicide;
  • disseminating information aimed at inciting and otherwise involving minors to commit illegal actions that threaten their life and (or) health or life and (or) health of other persons;
  • not complying with the restrictions established in the legislation on referendums and elections;
  • post information about the identity of citizens without their permission;
  • and other.

By amendments, the owners of sites and messenger services may be obliged to post e-mail addresses to send them statements about illegally distributed information, as well as their surname and initials (for an individual) or name (for a legal entity). In case of revealing the information specified in the first part of Article 12-1, they will have to take prompt measures to restrict access to them.

In addition, they may be obliged to display information about unique addresses (IP-addresses) identifying the country of location of those commenting on websites and in the domain name system of the national segment of the Internet.
